A partnership between the Technical Education and Skills Development Authority or TESDA and La Rose Noire Foundation was formally established during a meeting last 31st of January 2018. TESDA Region III Provincial Director for Pampanga Ms. Angela Gabriel visited the Foundation and cemented her support for the Foundation’s community-based programs and activities. The partnership enables the Foundation to conduct livelihood programs for audiences and communities endorsed and supported by TESDA.
